in October 1985, on the eve of the United Nations International
Year of Peace, this statement of the Universal
House of Justice, the international governing council of
the Bahá'í Faith and its international community,
was addressed "To the Peoples of the World."
It has been presented to heads of state and governments as well as national
and local civic leaders and distributed to people around the planet. Presented
to over 160 heads of state and government over the past 10 years, it outlines
the major prerequisites for, as well as the obstacles working against, the
